What is Tendring District Council?

Tendring District Council covers the Tendring peninsula — the coastal strip of north-east Essex including Clacton-on-Sea, Harwich, Frinton-on-Sea, Walton-on-the-Naze, Manningtree, Wivenhoe, and Brightlingsea. Its main offices are at 88–90 Pier Avenue, Clacton-on-Sea (CO15 1AB).

Tendring is funded partly through Council Tax — it bills and collects Council Tax from Brightlingsea residents on behalf of all tiers (including the ECC precept and the town council precept), and retains its own element.

Political composition

Tendring District Council was last elected in May 2023; the next district elections are due in 2027. The council has 48 seats (a majority requiring 25).

The council is under no overall control. It is run by a coalition of Independents, Labour and Liberal Democrats. The Conservatives are the largest single party but are in opposition. Reform UK, despite winning majority control of Essex County Council in May 2026, holds only 7 of 48 seats at Tendring — it is not in control of the district council.

Tendring's responsibilities — what they mean for Brightlingsea

Rubbish and recycling collection

Tendring is responsible for kerbside waste collection in Brightlingsea — this is the most visible council service for most residents:

  • Green and red bins / food waste caddy — recycling and food waste collections
  • Black bins / sacks — general (residual) household waste
  • Garden waste — subscription service (chargeable)
  • Bulky items — collection service for large items (e.g. furniture)

Note: once collected, waste goes to disposal facilities managed by Essex County Council (see What are ECC's responsibilities?).

Council Tax billing and collection

Although Council Tax is split between ECC, TDC and Brightlingsea Town Council (each setting a precept), Tendring sends the bills and collects the payments from Brightlingsea residents. Queries about Council Tax bills, discounts, exemptions and payments are handled by Tendring.

Planning and building control

Tendring is the local planning authority for Brightlingsea — the council that decides on planning applications for new buildings and changes of use:

  • Planning applications — residents and developers submit planning applications for Brightlingsea development to TDC, not to ECC or the town council (though the town council is a statutory consultee)
  • Building control — ensuring buildings comply with Building Regulations
  • Enforcement — investigating and acting on breaches of planning permission
  • Heritage, Conservation & Trees — Brightlingsea has a conservation area; TDC oversees listed buildings and protected trees
  • Planning Policy & Local Plan — TDC sets the strategic planning framework for Tendring, which governs what can be built in Brightlingsea
